How Córdoba City Council transformed its work with Google Workspace and Altostratus
The City Council of Córdoba decided to take a step forward in its digital transformation with the goal of building a more modern, collaborative, and efficient work environment. The organization aimed to break down the barriers that hindered communication between departments and slowed down daily processes, opting for a simple, scalable, and adaptable solution to meet its needs.
From traditional infrastructure to an agile and secure cloud
“Before the change, the City Council worked with traditional tools that limited collaboration and created silos between departments. The challenge was not only to implement more advanced technology, but also to transform the way teams worked and collaborated, fostering smooth and efficient communication.
The City Council’s transformation was built on two key pillars: Google Workspace, as a flexible and collaborative technology platform, and Altostratus, as a specialized partner that guided the organization throughout the entire change process.

About the City Council of Córdoba
The City Council of Córdoba is the institution responsible for the local management and administration of the city. Organized into different departments and districts, it works to provide quality public services and promote the municipality’s sustainable, cultural, and social development.
he combination of both not only allowed the implementation of the right technology, but also supported people in adopting it, ensuring a real and sustainable cultural change.
The key to success: A human transformation, not just a technological one

The real change was not only in the technology, but in the people. The major challenge was to foster a new, more collaborative and cross-functional way of working, especially in a complex and diverse environment like a public administration.
To achieve this, Altostratus designed and implemented a migration, change management, and training plan that supported each department and profile within the City Council in adopting the new digital environment.
More than 1,400 public employees participated in this process, organized into 24 groups tailored to their specific roles and real needs.
Training was key: it not only focused on explaining the tools, but also on empowering teams to feel confident and autonomous from day one. Thanks to this support, users greatly increased their confidence in using Google Workspace, moving from initial uncertainty to a fluent use of the platform’s core collaborative applications.
The impact: A more agile, connected, and future-ready administration
“Today, the City Council of Córdoba has a digital environment that enables its teams to work more efficiently, break down barriers between departments, and respond more quickly to day-to-day challenges.
The joint implementation of Google Workspace and Altostratus has resulted in tangible improvements: greater connectivity, less bureaucracy, and smoother processes.
- Over 1,400 public employees trained in the use of digital collaborative environments.
- 24 training groups segmented according to role and functional needs.
- More than 95% of participants rated the training positively, reflecting a high level of confidence in the new environment.
The adoption of Google Workspace has represented a significant improvement in internal process management within the City Council of Córdoba. While the main objective was to transform email, we have achieved, together with Google and Altostratus, a diverse set of tools whose impact on the daily work of municipal employees has been very positive. We are very satisfied with the tools and the change management.
