How Córdoba City Council transformed its way of working with Google Workspace and Altostratus
The Córdoba City Council decided to take a step forward in its digital transformation with the goal of creating a more modern, collaborative, and efficient work environment. The organization aimed to break down the barriers that hindered communication between departments and slowed down daily processes, opting for a solution that was simple, scalable, and adaptable to its needs.
The Challenge: Connecting departments and people beyond technology
Before the change, the City Council relied on traditional tools that limited collaboration and created silos between departments. The challenge was not only to implement more advanced technology but also to transform the way teams worked and collaborated, fostering smooth and efficient communication.
The City Council’s transformation was built on two key pillars: Google Workspace, as a flexible and collaborative technology platform, and Altostratus, as a specialized partner guiding the organization throughout the change process. The combination of both not only enabled the implementation of the right technology but also supported people in its adoption, ensuring a real and sustainable cultural shift.
Projects of this nature present unique challenges, as they involve a deep restructuring of the technological infrastructure with no room for errors or disruptions in operations. To carry out this transition efficiently and without interruptions, Grupo BC trusted Altostratus, experts in the implementation and optimization of Google Workspace.
The Key to Success: A human transformation, not just a technological one
The real change was not just in the technology, but in the people. The major challenge was to foster a new, more collaborative and cross-functional way of working, especially within the complex and diverse environment of a public administration.
To achieve this, Altostratus designed and implemented a migration, change management, and training plan that supported each department and role within the City Council in adopting the new digital environment.
More than 1,400 public employees participated in this process, organized into 24 groups tailored to their roles and real needs. Training was key: it not only focused on explaining the tools but also on empowering teams to feel confident and autonomous from day one. Thanks to this support, users significantly increased their confidence in using Google Workspace, moving from initial uncertainty to a smooth mastery of the key applications in the collaborative environment.
The Impact: A more agile, secure, and efficient infrastructure
Today, the Córdoba City Council has a digital environment that enables its teams to work more efficiently, break down barriers between departments, and respond more agilely to day-to-day challenges.
The joint commitment to Google Workspace and Altostratus has resulted in tangible improvements: more connection, less bureaucracy, and smoother processes.

The adoption of Google Workspace has represented a significant leap in the internal management of processes within the Córdoba City Council. While the main objective was to transform email, we have achieved, with the support of Google and Altostratus, a diverse set of tools whose impact on the daily work of municipal employees has been very positive.
